JACKSONVILLE BEACH -- An attorney, an architect, a traffic

impact theorizer, real estate appraiser and a representative of

Eckerd drug stores brought graphs and diagrams to sway the City

Council Monday, but the council voted against Mark Pionessa's

rezoning request.

In order to build an Eckerd, Pionessa applied to have a 1.2acre

parcel of land at South Third Street and Jacksonville Drive

rezoned from commercial professional office to planned unit

development.

Even after the application was amended with adjustments such as

shortening the stone sign and adding landscaping, the council

sided with residents who argued the change in zoning was

inconsistent with future land use and the comprehensive plan.

The city's Planning Commission had rejected Pionessa's request

Aug. 12.

Also Monday, the council approved spending $22,000 for

construction of a pedestrian plaza in the Third Avenue North

street end.
