Residents Voice Concern over Apartment Proposal

The residents of the Sutton Oaks subdivision on Sunbeam Road

have a lot of questions about a 312-unit apartment complex

proposed for property next to their homes.

So they have invited the developer to a neighborhood meeting

tomorrow, where they hope to get some answers.

For example, neighbor Suzan Rogalski is worried about what

impact the proposed 15-building complex might have on their

homes, and how much of a buffer the developer will put in

between their homes and the apartments.

"Our concern from there is security, and what is it going to do

to our property values," said the Sutton Oaks resident, whose

home backs onto the 17-acre apartment site along the 4400 block

of Sunbeam Road.

"What we want at that end is a buffer zone -- a natural buffer

zone with some trees, plus a concrete wall. We want some thing

that will prevent people from coming into our area."

One of her neighbors, Tim Redfern, is concerned about how his

privacy will be affected if the developer builds multi-story

buildings. He also questions how the development will affect

drainage in the area, because he has a drainage ditch behind his

home.

"They are planning on putting in 15 buildings and some will be

three stories tall. My property is right next door. We would

certainly like to use our back yard," Redfern said. "Another

major concern: If you put 17 acres of parking lot and concrete

next door and drain it toward that ditch, there is the

possibility of that ditch overflowing."

The complex is being proposed by Vestcor Equities Inc. the phone

book lists Vestcor Properties Inc. on land across from the

Mandarin post office, in an area already zoned for multi-family

use. But Barney Smith, vice president of finance for the

Mandarin-based Vestcor company, said the company doesn't know

what kind of apartment complex it will build at the site, and

doesn't have financing secured yet for the project. …
