RUSSIA: EXPLOSIONS KILL 2, WOUND 22; CAUSE UNKNOWN

MOSCOW -- A series of explosions killed two people and wounded 22 others yesterday in the southern Russian region of Stavropol.

The first two explosions went off within minutes of each other at a train station in the city of Pyatigorsk, killing a woman and injuring three other people, said Viktor Beltsov, a spokesman with the Emergency Situations Ministry.

Shortly afterward, two more explosions occurred in Nevinnomyssk, killing one person and injuring 19, officials said. The first blast ripped through a bus stop across from the city administration building and the second detonated at a market, Beltsov said.

It was not immediately clear what caused the explosions. Police detained two suspects in Pyatigorsk and two in Nevinnomyssk, said Marat Syrtlanov, deputy chief of information for the Russian Interior Ministry.

MEXICO: U.S. ASKS WHY CUBAN SPY WAS DEPORTED

MEXICO CITY -- The U.S. Embassy is asking Mexico to explain why it deported a Cuban spy who had asked for political asylum.

"Summary detention and expulsion are generally not the norms for asylum seekers," Stephen Morisseau, a spokesman for the U.S. Embassy in Mexico City, said yesterday. "We are very concerned about the human rights implications raised by this action and have asked for a full explanation."

Immigration police detained Pedro Riera Escalante on Tuesday and deported him to Cuba the following day -- a move that drew protests from human rights groups because Riera has said he fears persecution by Fidel Castro's government.

Mexican officials said he had never formally applied for asylum, instead trying to bargain for a residency deal.
