Florida Rock Properties Inc. is exploring plans for a 50-acre warehousing center in West Jacksonville called Commonwealth Business Park.

The company, a subsidiary of Jacksonville-based Patriot Transportation Holding Inc., has applied for an environmental resource permit with the St. Johns River Water Management District to develop the park on the south side of Commonwealth Avenue, just west of Imeson Road and west of Interstate 295.

That application shows that Florida Rock Properties, based in Sparks, Md., proposes a 556,100-square-foot warehouse business park designed as three buildings of 296,300 square feet, 143,200 square feet and 116,600 square feet. The largest is near a rail line.

Florida Rock Properties President David deVilliers Jr. said yesterday that the company was starting the permitting process and intends to file for a site-grading permit in the second or third quarter.

DeVilliers said the company has developed more than 1.5 million square feet of space in the Baltimore and Washington, D.C., areas. An annual 10-kA Securities and Exchange Commission filing by Patriot said as of Sept. 30, 95 percent of the company's 1.2 million square feet of office-warehouse space was leased.

Patriot Transportation is a transportation and real estate company that split off from Florida Rock Industries Inc. in 1986. Florida Rock Properties owns property in the Northeast and Southeast.

The company, which owns significant property in the South thanks to the spin-off, seeks the environmental resource permit so it can fill about 4.8 acres of wetlands to build the park. It intends to mitigate the impact by preserving remaining wetlands, creating almost another 4.8 acres of wetlands and buying off-site mitigation credits for the balance.
