Chain Is off on Road Bicyclist Hurt in Accident

JACKSONVILLE BEACH -- Yellow wooden barricades have replaced a chain that used to barricade one block of Fifth Street North and recently caused a bicyclist to flip and injure herself.

Police officers put up the barricades Tuesday after Lisa Elwell of Ponte Vedra Beach complained about the chain at Monday's City Council meeting.

Elwell was bicycling south on Fifth Street North Aug. 31 when she ran into the chain at Second Avenue North, which was hanging low to the ground with a white "Do Not Enter" sign in the center.

"It flipped me over," said Elwell, who was getting ready for an upcoming charity ride to raise money for multiple sclerosis.

She landed on her elbow and knees, causing a lot of swelling and pain. The accident also broke her bicycle's cable and derailleur.

Elwell told the council that the chain was dangerous because it wasn't clearly marked or visible.

"You need to get rid of the darn thing before someone gets killed," Elwell said. …
