Sleiman Enterprises is working toward development of a 32-acre retail center north of Regency Square mall.

Designs show that Wal-Mart Supercenter could fit the parameters as a lead tenant, although developer Toney Sleiman declined to comment about the identity of the potential stores that would lease space there.

Plans filed with the city Planning and Development Department show that Jacksonville-based Sleiman, a prolific retail developer, proposes to build a four-building, 275,066-square-foot project called the Retail Center at Regency.

The property, north of the Lowe's Home Improvement Warehouse, sits between Monument Road and the Southside Connector, also called Gilmore Heights Road, and would be bordered to the north by a proposed road extension.

As proposed, the center would be anchored by a 197,521-square-foot retail store that also has a seasonal garden center and an outdoor garden center -- similar to the Wal-Mart Supercenters under development around town.

That store would connect with two smaller retail buildings of 30,000 and 29,920 square feet. Another 17,625-square-foot building is designed nearby. Plans also show another five outparcels of about 1 acre each on the 32.3-acre site.

The project tentatively is scheduled for Jacksonville Planning Commission review on Nov. 15.

Bentonville, Ark.-based Wal-Mart Stores Inc. has been planning for more Supercenters around the city, including one at the Kernan Retail Center, another 32-acre Sleiman project.

The Kernan project would encompass 315,000 square feet of retail space, including a 204,167-square-foot Supercenter on land at Atlantic and Kernan boulevards. It also features adjacent stores as well as outparcels -- similar in concept to the Regency Retail Center. …
