The state and city are preparing some Christmas roadway presents for Mandarin and Fruit Cove residents, but motorists won't be able to unwrap any of them for some time to come.

The state is widening more of Florida 13 and starting the next phase of the Florida 9A project at Philips Highway and Greenland Road. Meanwhile, the JEA is installing new water lines under San Jose Boulevard south of Interstate 295 while city contractors widen Shad and Hood roads.

City and state officials say none of the projects should foul up holiday traffic. City public works spokeswoman Lisa Rowe Baer said two lanes will be open at all times on Shad Road, although "if we run into something like a pipe, then we would have to do something." The same will be true during the Florida 13 project, while state officials say they are only at the tree-clearing stage now on Florida 9A.

As for the JEA project through Mandarin's shopping district, shoppers shouldn't find any major headaches, officials said.

"At times, some median turn lanes may be closed because we are working on them," said Leigh Rassler, manager of JEA's GroundWorks project along San Jose Boulevard. "The actual driveways and openings to businesses will not be blocked. It will be minor compared to what went on north of I-295," when the state widened San Jose Boulevard last year.

The smallest project will see two water mains installed under San Jose Boulevard's medians between Plummer Cove Road and Orange Picker Road via directional boring, which shoves the pipe through holes in the median every 700 feet.

The new mains will ship fresh water from the city's Southside to a Mandarin water treatment plant. Construction permits were issued just prior to Thanksgiving, and contractors were prepping the site around Orange Picker Road Wednesday. …
