Elementary Opening May Be Delayed

One of two new Clay County elementary schools set for 2004 openings, this one planned for Argyle, may be delayed because of permitting problems.

The school district has to obtain an environmental permit from the St. Johns River Water Management District before work can proceed. But its permitting review is tied to that of an adjacent residential development whose owner donated land for the school site, said Mike Elliott, assistant superintendent for support services.

The water district did not receive information from the developer by a deadline to issue a permit in March, Elliott said.

"It was not good news," he said.

Clay officials are now hoping an environmental permit will be issued in April, but even so, there might not be enough time to get the school ready for an August 2004 opening, he said.

Anything less than a 12-month construction period would be tough to meet, considering that a few months is needed to furnish, equip and otherwise get an elementary school ready for business, he said. …
