THOUSANDS of motorists did not pay on Day One of the congestion charge.

Provisional figures released by Transport for London show that as many as 10,000 drivers who entered the congestion zone failed to pay the charge but were caught on camera and now face an pound sterling80 fine.

It was not clear how many were deliberately avoiding the charge, how many were unable to pay because they could not get through on the website or by phone, and how many had simply forgotten.

TfL, in an uncompromising mood today, warned it would accept "no excuses" for non-payment and everyone caught on film would have to pay. The first penalty notices will be sent out tomorrow and will land on drivers' doormats on Thursday and Friday.

TfL roads boss Derek Turner said provisional figures showed traffic levels were slashed yesterday by up to 25 per cent.

On a normal Monday before the charge, around 250,000 vehicles drove inside the central zone. …
