Robert J. Sullivan Jr., an independent oil and gas operator and friend of Gov. Frank Keating, was named by the governor Tuesday as Oklahoma's secretary of energy.

Sullivan, 56, succeeds Mike Smith as the state's chief energy officer. Smith, nominated by President Bush last year for a federal energy post, was recently confirmed as assistant for fossil energy for the U.S. Department of Energy.

Sullivan will serve on Keating's cabinet during the remaining 10 months of Keating's administration. Sullivan said he will serve without compensation.

"It's an emotional thing for me to do something to give back to the state," Sullivan said during a brief ceremony where he was introduced by Keating. "I'll certainly do my best."

Keating said he and Sullivan attended school together and often play tennis.

"Bob and I have known each other forever," the governor said. "He's just a tremendous asset."

Sullivan, of Tulsa, has been involved in Oklahoma's energy industry since 1975. …
