Oklahoma City-based CIS Risk Group is now selling the software
system the company developed in-house to handle its own insurance
Founded 27 years ago as a casualty and property insurance agency,
CIS Risk Group has grown into a family of companies designed to
address different facets of the commercial insurance industry.
An Oklahoma native, John Sullivan had worked for about 20 years
in insurance before starting his own company. Sullivan spent several
years on the staff of a long-haul trucking company, handling the
company's insurance claims.
In 1977, Sullivan, his wife Fioretta Sullivan and secretary
Debbie Bruhl founded Commercial Insurance Services as an insurance
agency specializing in large accounts in the transportation,
manufacturing, oil and gas drilling, production, servicing and
distribution, hospitality and construction industries. Today,
Commercial Insurance Services has operations in 11 states and holds
non-resident states' licenses in another 33 states.
In 1981, Sullivan organized a second company. Claim Indemnity
Services handles claims management and third-party administration
for companies that are self-insured or own a captive insurance
company (an insurance company formed to insure only the risks of its
parent company). Claim Indemnity Services is a contract claims
management company that administers, investigates, evaluates and
negotiates workers compensation, auto, general liability and cargo
claims for clients.
However, in the early 1990s, it became apparent that the CIS Risk
Group needed a better way to manage massive amounts of claims data.
The computerized data system the company had implemented in the
1980s had been updated and modified several times with the
assistance of a number of computer specialists.
Realizing that software development had grown into a venture unto
itself, Sullivan organized yet another company in 1996 - Computer
Risk Management, an agency software management company.
Computer Risk Management has developed Risk2000, an off-the-
shelf computerized risk management information system for handling
workers compensation, liability and property insurance claims.
The city of Oklahoma City contracted with CIS Risk Group to
purchase the Risk2000 software in 2002. We use it to manage our
workers comp claims, and move from a paper file system to an
electronic file system, said Jason Smitherman, risk manager for the
