Counselor charged with Medicaid fraud

OKLAHOMA CITY - Attorney General Scott Pruitt's Medicaid Fraud Control Unit has filed charges against the owner of a Midwest City youth counseling agency for billing services to children that parents say didn't happen.

William E. Allensworth, 39, of Oklahoma City, was arrested after being charged with two counts of Medicaid fraud. According to charges filed in Oklahoma County District Court, Allensworth purportedly billed the Oklahoma Health Care Authority for $7,750 in alleged fraudulent claims for services to seven children for which he failed to maintain records, according to the AG's office. Oklahoma Medicaid providers are required to keep records of services provided to recipients for at least six years from the service date.

During interviews with investigators, two of the children's parents said Allensworth never counseled their children and the remaining parents identified dates that were billed when no services were provided.

Allensworth is the owner of Positive Solutions Youth and Family Services. He also is a licensed alcohol and drug counselor. Mosca to receive Award of Excellence

OKLAHOMA CITY - Philip Mosca will be presented the Award of Excellence by Integris Foundations on April 13.

The Award of Excellence recognizes commitment to Integris Health, its foundations and the community.

A New York native, Mosca secured both his doctorate and medical degrees from the University of Oklahoma in 1976. Upon completion of his residency, he accepted a faculty position in OU's department of urology and renal transplantation. He left OU in 1982 to pursue a private urology practice in south Oklahoma City in close affiliation with Integris Southwest Medical Center, where he still maintains a urology practice.

Mosca has been president of the Oklahoma County Medical Society, delegate to the Oklahoma State Medical Society, president of the board of directors of Integris Southwest, board member of the Integris Health Executive Board, and board member of the James L. …
