Judge Bars U. City from Closing Down Group Home

A federal judge has blocked, at least temporarily, an effort by University City officials to shut down a group home for men recovering from drug or alcohol addiction.

On Monday, U.S. District Judge Jean C. Hamilton issued a temporary restraining order sought by the Justice Department, which alleged that University City was violating the federal Fair Housing Act.

Hamilton acted an hour before University City was scheduled to seek an order in St. Louis County Circuit Court to evict the six residents of the group home, at 7139 Amherst Avenue.

John F. Mulligan Jr., the deputy city attorney, said the city would cooperate with the Justice Department and the Department of Housing and Urban Development, which is investigating the matter.

At issue is whether University City's zoning ordinance is compatible with operation of the group home, which is in a residential area near Heman Park. Six men moved into the dwelling on July 19.

Mulligan said University City allows only three unrelated people to live in a single residence. …
