Colleges Welcome Funding Harris-Stowe and Umsl Would Be Beneficiaries of Carnahan Budget Plan

Missouri's universities could fix up their aging buildings and update their libraries if Gov. Mel Carnahan's requests for higher education pass the Legislature and the voters.

Carnahan has proposed an increase of 8.2 percent - that's more than $54 million - in support for public higher education for the fiscal year beginning July 1. In addition, he has proposed spending more than $177.5 million on capital improvements. Of that, $130 million would have to be authorized by voters as a bond issue.

The proposal calls for a 25 percent increase in the budget of Harris-Stowe State College, bringing it to $6.4 million. The money would provide permanent funding for the Academy for College Preparation for high school students. It would also fund a new criminal justice program.

The budget for Harris-Stowe also earmarks $1.6 million for renovations.

At the University of Missouri at St. Louis, the governor has proposed spending $12.9 million to renovate Benton and Stadler halls, which contain laboratories and other science facilities. …
