Few Contests, but Ballot Will Pose Gambling Issue

Voters in Portage des Sioux's 1st Ward will choose between incumbent Robert Burns and Jerry Daugherty, a declared write-in candidate, in the city's only contest on the ballot April 5.

But the city's 272 voters will share one big decision April 5 - whether to approve a riverboat gambling proposal that could generate money for flood recovery while changing the nature of the rural community.

Voters approved riverboat gambling last year, but must vote again on local and statewide initiatives April 5 in light of a Missouri Supreme Court decision issued in January.

The court's action invalidated a 1992 election in which Missouri voters overwhelmingly approved riverboat gambling.

Portage des Sioux officials are optimistic about passage. Earlier this month, the city signed an agreement with Century Casinos of Denver and its partner, The Arrowstone Group, to develop a riverboat casino.

Executives of Century Casinos have said they are prepared to apply for a state operating license April 6, if both propositions succeed. …
