The buyout of 820 lots in the flood plain has begun, Jerry King said this week to members of the new St. Charles County Floodplain and Watershed Vision Committee.

King, a consultant hired by the county to coordinate the buyout program, said Wednesday, "At this point we have just sent 60 transactions to title companies to schedule closings. These will be our first closings."

The first of the purchases will include two mobile-home parks - St. Charles Mobile Home Community and Princess Jodi - with a total of about 600 pads.

"And shortly after our acquisition of those," King said, "we will begin the demolition and clearing of those two mobile-home parks. The other 58 of those transactions are various single-family homes and mobile homes in the flood-plain area."

King says the county expects to close the purchases of more properties at the rate of 100 to 150 a month in the next few months.

The county is using about $15 million received from the Department of Housing and Urban Development and from the Federal Emergency Management Agency to pay for it. The federal money is being used to help move flood victims and to demolish flood-damaged property.

King says that Sue Schneider is helping with the coordination of efforts by social-service agencies, Missouri Housing Development, the Board of Realtors and lenders "to make sure that when we put money into peoples' hand to acquire the land that they have the maximum amount of support and resources possible to help them use that money in the most effective way to relocate in other areas in St. Charles County."

King described the buyout program as "quite a step forward" toward complying with federal and county public policy to reduce the population in the flood plain. …
