Artist, State Trooper Clash over Drawing That Ridicules Edgar

For the past year, Mike Manning, a laid-off state employee, has drawn unflattering pictures of Gov. Jim Edgar and hung them in his gallery window across the street from Illinois Republican Party headquarters.

So far, there has been a chalk drawing of Edgar and his wife, Brenda, in the nude, their genitals covered by fig leaves. Another, titled "Governor Dummy," depicts Edgar as a ventriloquist's puppet.

None of them brought much attention to Manning, a starving artist who has begun selling hot dogs on the sidewalk outside of his Cityfolk Gallery, four blocks from the Capitol.

All of that changed Tuesday when Bill Burge, a state trooper assigned to Edgar's security detail, stopped by Manning's gallery to discuss the artist's latest work: a drawing of Edgar in a leather corset, leather boots with stiletto heels, a garter belt and a whip.

Manning's drawing is titled "Let's Whip Dawn," a reference to Edgar's Democratic opponent in the November election, Dawn Clark Netsch. …
