Both David Watkins and President Bill Clinton have learned hard lessons. Mr. Watkins was the director of administration for the White House until last week, when the public learned he had used presidential helicopters to go golfing at a country club in nearby Maryland. He resigned under pressure. That pressure came quickly from Mr. Clinton, who since taking office had frequently agonized over what to do in similar circumstances.

The Watkins fiasco is one more example of how people let power go to their heads and think the public should serve them instead of the other way around. The White House aide and others used two presidential helicopters for a 55-mile trip to the Holly Hills golf course near Camp David last Wednesday. There - unfortunately for them - their trip was documented by a photographer for a newspaper in Frederick, Md. His picture captures the essence of the arrogance of power: a Marine saluting smartly as administration personnel leave their golf cart to board the helicopter, all blessed by the "UNITED STATES OF AMERICA" logo on the side of the aircraft. …
