MADISON COUNTY Two Arrested On Charges Of Failing To Pay Support

Police have arrested two of the nine men named last week as the first parents in Madison County to face criminal charges for failing to pay child support.

Warrants issued July 26 charge the men with misdemeanors. State's Attorney William R. Haine said the charges kicked off an aggressive effort to collect child support from parents who are financially able to pay but have dodged court orders for monthly payments.

The first man found - Charles W. Davis, 46, of Staunton - was arrested Monday and remained in the County Jail at Edwardsville on Thursday in lieu of $10,000 bond.

Authorities said the second man - Michael R. Carson II, 29, of Edwardsville - was arrested Thursday, but his status was unavailable late in the day.

According to the charges, Davis owed almost $9,000 and Carson owed more than $23,000.

A businessman in Marion, Ill., accused of writing more than $26,000 worth of bad checks in Kentucky has reached an agreement with authorities.

Rocky Heading entered a pretrial agreement to repay $26,500 to a Benton, Ky., printing company over the next five years.

Heading unsuccessfully tried to start a second daily newspaper in Marion last year.

He was charged last August with two counts of felony theft. He was accused of writing two bad checks to Tribune-Courier Inc., which printed the now-defunct Daily Review.

Marion officials also have sued Heading, alleging he failed to repay more than $21,000 in city loans. A hearing has been set for Aug. 24 in Marion. AP
