MADISON, BELLEVILLE Teachers Report To Work - Without New Contract

Teachers in Madison public schools and Belleville public high schools reported to work Monday even though they did not have a contract. Classes are scheduled to begin today in the two districts.

In Belleville District 201, teachers approved a tentative agreement early Monday. The School Board was to vote on it later. The agreement, reached after a long mediation session Sunday, provides for a 5.5 percent salary increase for each of two years. The district has about 220 teachers and 4,300 students in two high schools.

Negotiators for the Madison school board and teachers were to meet Monday night. Negotiations had fallen behind due to changes in the administrative staff, said Hilda Everage, interim superintendent. Teachers have given no notice of intent to strike.

House Candidates Fall Short On Sentence Referendum

Three Democratic candidates for the Illinois House failed to gather enough signatures by Monday's deadline to put an advisory referendum on the St. Clair and Madison County ballots. The referendum seeks to slow the early release of criminals from prison.

Despite failing, they characterized the effort Monday as an "overwhelming success" because it provided a voice for more than 17,000 signers to be heard in Springfield. The referendum would have asked voters' opinions on requiring felons to serve 85 percent of their time before release. Now they must serve at least 50 percent.

The measure will be on the Nov. 8 ballot in the candidates' third target county, Clinton, where the 2,240 signatures they collected surpassed the 2,200 minimum. They needed 15,300 in St. Clair County but got 6,795, and needed 14,200 in Madison County but got 8,817, according to information from Bob Daiber, chairman of "Citizens Against Releasing Early."

Daiber, of Marine, is running in the 110th District. …
