Panel Hears Petition to Rezone Flood Plain

The St. Louis County Planning Commission has heard a petition from Kenneth Kleiman and Lawrence and Delores Noonan to rezone roughly 76 acres near Highway 370 and Missouri Bottom Road from rural flood plain to rural manufacturing.

John King, the lawyer representing the petitioners at a recent public hearing on the matter, said that the three did not yet have a specific plan for the property. King acknowledged that the petitioners would have to have a detailed flood-plain study of the site to determine how many acres could be used.

However, Jerry Kaster, Bridgeton's planning and zoning officer, said in an interview that he suspected billboards might be erected on the property. King confirmed that such a use was being considered.

Kaster told the commission last week that he thought the rezoning would be a bad idea because of the severe flooding that took place in the area and the inadequate road system. Kaster said that he would oppose the rezoning request regardless of what becomes of the annexation attempt. …
