MADISON COUNTY Custodian In Abuse Case May Face Additional Charges

Authorities are investigating more allegations against a custodian for Madison County who already has been indicted on charges of sexually molesting an 8-year-old girl, a prosecutor said Friday.

Frank "Sonny" Cathey Jr., 52, of Collinsville, a custodian at the Courthouse and Administration Building in Edwardsville, was charged with two counts of aggravated criminal sexual assault in an indictment returned Oct. 27 and just disclosed recently. He was suspended with pay Wednesday by County Board Chairman Nelson Hagnauer.

Assistant State's Attorney Amy Maher said Friday that more charges were being considered because of additional allegations.

Director of Administration James K. Monday said that suspending Cathey with pay was the strongest discipline possible for now because the charges had no connection to Cathey's job.

Cathey, who was released on his promise to appear for trial, could not be reached for comment Friday. BELLEVILLE Preparations Under Way For Trial In Job-Bias Case

The city of Belleville and the U.S. Justice Department are preparing for trial on federal charges that the city discriminated against blacks and women in its hiring practices from 1970 to 1992.

The City Council voted Nov. 2 to reject the federal government's latest settlement offer. On Nov. 10, the Justice Department withdrew the offer. A trial date is expected to be set soon in U.S. District Court in East St. Louis.

David Yates, the attorney for Belleville, has asked U.S. Magistrate Gerald Cohn to rule before trial on whether it was illegal for Belleville to require city employees to be city residents. The city has dropped that requirement.

Yates also wants Cohn to rule on how far in the past any alleged victim can claim back-pay and benefits. …
