ATTENTION ALL fashion frumps from Reseda to Racine, Rome and around the world: Mr. Blackwell thinks you deserve top berth on his 35th annual "Worst Dressed Women" list.

In a break with tradition, the caustic fashion critic announced that he has opened his infamous ranking of women's-wear wash-outs "to the average Miss, Ms. or Mrs.," not just the usual movie stars and bon vivants.

"We are talking about fashion, whether it is on a lady in Indiana or someone who lives in the wine country of France. It doesn't make any difference at all: If she is going to look rotten, she will be No. 1," Blackwell said.

The winner - er, loser - will receive a "fabulous plaque" and a cash prize of $1,500 - "so they can go out and have a dinner and get drunk to get over it," Blackwell joked.

Blackwell said his latest victim can parlay her fashion faux pas into a few moments of international fame. "Making that list is a status symbol to a lot of people," Blackwell insisted. "What I have done is, I've said out loud what most people whisper. …
