New Requirements Ok'd for Apartments, Condos

O'Fallon aldermen have set new requirements for apartment and condominium developments.

Last week, the aldermen approved an ordinance calling for multifamily developments to provide security services, an entrance gate, vehicle stickers for tenants, recreation facilities and covered garages. Developers must also analyze the effect of traffic and build units compatible with the neighborhood.

The vote was five in favor, one against and two absent.

Alderman Cynthia Davis, Ward 2, voted against the ordinance. Davis said the ordinance was an attempt to keep out subsidized housing and would be too restrictive.

"This is an anti-apartment ordinance," Davis said. "The board is making an assumption that density equals crime. It is based on the assumption that the kind of people who rent apartments are involved with crime. That is a big assumption."

Alderman Rose Mack, Ward 3, said the city wanted to ensure safe areas for multifamily developments and denied that the bill was aimed at subsidized renters. Mack missed Tuesday's meeting.

"We feel we are addressing all kinds of people," she said last week. "Too much density in too small an area breeds trouble. …
