New Rule Should Cut Percentage of On-Time Arrivals

Article excerpt

BEGINNING THIS month, U.S. airlines must count flight delays caused by mechanical problems when they make their reports on how often they arrived late. The change in reporting requirements is expected to reduce the percentage of on-time arrivals listed in the monthly air-travel consumer report published by the U.S. Department of Transportation.

Under Transportation Department rules, any flight that arrives at its gate more than 15 minutes behind schedule is considered late.

The department had long exempted mechanical delays from reporting requirements, because it did not want airlines to take shortcuts in an effort to maintain flight schedules. However, a study by the inspector general's office led the department to conclude that it "does not believe employees will violate FAA regulations, risk their own jobs, and threaten passenger safety by dispatching unworthy aircraft to improve on-time performance."

The effect of the new rules will be to give a more accurate overall figure to consumers of how often an airline's flights operate on schedule. The March report on January activity will be the first to include figures using the new rule.
