Road Test New Entrance to Bogey Hills Plaza in Bill

Pat Loggans visits the Dierberg Bogey Hills Plaza shopping center at least once a day. She said she would like nothing better than to see another entrance to the center, which is just what St. Charles officials and Capitol-Dierbergs Properties have in mind.

City Council members are considering a bill that would require Capitol-Dierbergs to build a new entrance on Bogey Road, which is the south outer road of Interstate 70 and west of Zumbehl Road. The plaza has three entrances on Zumbehl.

The company also will widen Bogey Road. The widening will allow the company to put in two left-turn lanes to let motorists on eastbound Bogey turn onto northbound Zumbehl.

There will be an additional lane that will allow eastbound motorists only to turn right into the new entrance.l

The city, for its part, will transform to left-turn lanes two of the three southbound lanes on the Zumbehl overpass crossing I-70.

Cliff Baber, the city's public works director, said that the result of the road work will funnel most of Zumbehl's southbound traffic eastward onto Bogey Road and toward Regency Plaza, the site of a Wal-Mart and Sam's.

The state Highway and Transportation Department will supervise the widening of the eastbound entrance to I-70 from Zumbehl and will move all of the traffic signals in the area to make the entire project work.

The bill council members are considering calls for the city to contribute $276,125 toward the overall improvements. The state Highway Department would pay $156,375 and Dierbergs would chip in $110,000.

The three-party arrangement was two years in the making.

Baber said he hoped to sign contracts for the improvements this spring. He said all the work in the agreement would take three to five months.

Loggans, the Dierberg Plaza shopper, lives in the St. Andrews Apartments on West Clay Street. She said the new entrance to Dierbergs would be a welcome relief from the frequent jams at the Zumbehl overpass intersection with Bogey. …
