39 Million in Peril, CIA Estimates Hunger, Disease Linked to Unrest Are Menacing Lives in 30 Nations

Nearly 39 million people in 30 countries or regions are at risk of dying from starvation or disease this year because of civil unrest and other emergencies, the CIA estimates.

Much of the danger is concentrated in Africa, but the threat is severe also in other parts of the world, including Afghanistan, Bosnia-Herzegovina, Haiti, Iraq and several former Soviet republics, the CIA says.

The estimate was completed in December and so does not address the likely human toll in Chechnya, the separatist republic in the Caucasus Mountains invaded by Russian forces in December. Tens of thousands of Chechens are fleeing to neighboring Ingushetia.

The CIA estimates that 4.3 million people are at risk of dying from starvation or disease this year in Ethiopia, which is beset with civil strife and scarce water and lacks the infrastructure to support large-scale relief operations.
