Revised Rezoning Bid Urged, Then Rejected

Marvin and Rita Stuecken went before the St. Peters aldermen last week with high hopes of getting their property rezoned. They quickly learned that elected officials can change their minds.

The Stueckens own a home and eight-tenths of an acre on the northeastern corner of McClay and Harvester roads. Marvin Stuecken operates a television repair business out of his basement. Because the intersection is congested, the Stueckens have asked that their property be zoned commercial instead of residential so that they could expand their TV repair business or sell the property.

A couple of months ago, the Stueckens sought a type of zoning that would have allowed a service station and food mart or something similar. The planning and zoning commission recommended against it, and the aldermen rejected the request.

But several aldermen told the Stueckens to go back before planning and zoning and ask for a different zoning classification, C-1, which would have let them expand the TV repair business but limited commercial use of the property.

"Five of those people told me if I asked for C-1, they would vote for me," Stuecken said.

So the Stueckens spent another $1,000 - which they estimated as the out-of-pocket expenses to prepare their application for the Planning and Zoning Commission.

Then Thursday, the board turned down the Stueckens' second request by a vote of 6-1.

Their lone supporter, Alderman Len Pagano, was incensed.

"People on this board recommended that they go for C-1, and now it's thumbs down," Pagano said. "Now these people are out another $1,000. We are responsible for what's happening to these people."

By Stuecken's count, he had the support of Judy Bateman, Jack Hunt, Betty Woelfel, Mike Snider and Pagano if he changed his request from C-2 to C-1. Bateman, who couldn't vote on Thursday night, said she would have voted with Pagano, "because I recommended that they ask for C-1."

Snider had appealed on behalf of the Stueckens at the previous meeting. …
