Mark Brodsky has become something of the invisible county councilman. For nearly two months, this Republican representative of the 3rd District, which ranges from Clayton to Chesterfield, has been unable to attend the weekly meetings of the St. Louis County Council - leaving 142,000 people without a voice. The reason for his absences? Mr. Brodsky's employer, United Auto Workers-Chrysler Legal Services, won't let him use vacation time to attend the afternoon meetings.

The recriminations and accusations about who's responsible have flown back and forth. Mr. Brodsky insists that he got permission from his employer to use vacation time to attend the meetings; a supervisor at UAW-Chrysler insists he did not. Some question whether partisan backbiting is involved because Mr. Brodsky is a Republican and the union generally supports Democrats. Others wonder whether Mr. Brodsky should have been more forthcoming to the voters during the campaign about the potential limits on his ability to serve. …
