New Library Building to Go Up in Barnhart Facility Will Be Called Windsor Branch

The Jefferson County Library District is ready to build its first new library building. It will be in Barnhart, visible from Interstate 55.

The one-story library, with more than 19,000 square feet, will be on Metropolitan Boulevard near the entrance of the Bayberry Farms subdivision. The 4-acre site was formerly used for horse stables.

It will be called the Windsor branch. Another new library is planned for Arnold to replace a facility now in the basement of City Hall.

The Fox-Windsor library subdistrict was created in 1989 when voters approved a property tax levy of 20 cents for each $100 of assessed valuation.

The subdistrict's building fund has been growing to where it now totals about $1.5 million, said Pat Lamping, treasurer of the county library board. Lamping is also economic development director for the county.

The new library building at Barnhart will probably cost more than $1.5 million, Lamping said, and alternative means of financing are being explored, such as acquiring the building on a lease-purchase arrangement. …
