Council Supports New Mayor in Industrial Appointments

After being sworn in as the new mayor of Berkeley, Jean Montgomery received the City Council's support in appointing two members to the Industrial Development Authority despite strong objections from a veteran council member.

Councilwoman Judy Shaw, 1st Ward, noted that the mayor's decisions on the appointments might be biased because her husband, Eugene Montgomery, was a member of the Industrial Development Authority.

"My concern is that the mayor is in a total conflict of interest with making any appointments to the strongest commission in the city," Shaw said.

The Industrial Development Authority issues tax-exempt bonds for the construction and purchase of manufacturing facilities. All of the group's members also serve on the Tax Increment Financing Committee, which oversees development and redevelopment in TIF districts and reviews and recommends proposals for those districts.

Eugene Montgomery served as chairman of the Industrial Development Authority, but a new chairman was elected in December. …
