Two Council Bills Would Affect Board Memberships

The St. Charles City Council will debate next week two bills that would require all members of a board or commission to be residents of St. Charles and that residents serve on only one municipal board at a time.

Councilman Arthur Castile, 9th Ward, introduced the bills at Tuesday's regular council meeting. Council members want to debate both bills next week at the council's committee meeting.

Castile said the bill permitting only residents to serve on boards and commissions would require all city employees and nonresidents serving on boards or commissions to become residents within six months of their appointments.

Castile said the bill also would remove the authority the city administrator has to grant waivers to employees who live elsewhere.

He said the other bill, to prevent residents from serving on more than one board, was intended to give more people the opportunity to take part in governmental operations.

Both proposals drew fire almost immediately from several councilmen. …
