Bella Villa's proposal to annex much of Lemay has reached the ballot.

Tuesday was the deadline for putting proposals before voters on Aug. 8. That city and Green Park took advantage of the special election day. Also, two fire districts are holding elections in Jefferson County.

Polls will be open throughout the county because the county wants voters to extend for five years a $3 fee for filing documents with the office of the recorder of deeds.

Here is a listing of the proposals on the ballot:

St. Louis County

Money from the $3 fee the county wants extended is used for programs to help the homeless. Voters approved the fee in 1990, but it will expire on Aug. 28 unless it is renewed.

Bella Villa

Officials want voters to approve an annexation of much of the Lemay area. It would increase the city's size by 24 times and its population by 15 times.

The area involved is 2.6 square miles, with about 11,000 residents. It is generally bounded by Interstate 55, St. Louis, Broadway, Gentry Avenue, Telegraph Road, Lemay Ferry Road and the Gateway Trailnet.

To pass, the proposal must receive simple majorities in the city and the area proposed for annexation.

At the same election, the city is asking resident voters to increase the city's utility tax to 5 percent from 3 percent. The 5 percent rate is the same as the one in the unincorporated area.

Officials are relying on the utilities tax as a major source of income for the larger city. But they also proposed to eliminate a 25-cent property tax.

Green Park

The new city is asking voters to approve six fee and tax proposals. In ballot order, they are:

A 5 percent utilities tax.

Court costs

Liquor license fees.

Document search and copying fees.

Fees for processing zoning and other land-use permit requests. …
