City Treasurer Larry C. Williams says that unless the Estimate Board restores $79,000 cut from his budget, city employees may not get their July 14 paychecks on time.

In budget hearings last month, the Board of Aldermen cut an amount equal to the salaries of three of Williams' 11 employees. The Estimate Board had approved a budget of $447,000 for the office; the aldermen reduced it to $368,000.

The budget took effect July 1.

The Estimate Board meets July 12. As the city's chief fiscal body, it can transfer money from other city accounts into Williams' office.

Williams said Thursday that if the Estimate Board declines to replace the money, he will lay off the three workers. The positions targeted by the aldermanic Ways & Means Committee were paymaster, cashier and account clerk II.

"I don't know how we would get the checks done without them," Williams said. He denied that he was threatening to hold up the checks to pressure the Estimate Board.

Williams acknowledged that he had not raised the spectre of late paychecks when the aldermen were considering his budget. …
