What is a state legislative committee really up to in demanding confidential work papers from the office of Missouri Auditor Margaret Kelly?

The panel, the Joint Committee on Legislative Research, claims it needs the documents in connection with its audit of the management practices of Mrs. Kelly's office. She insists that the papers are not needed to complete the audit, and she appears to have the better of the argument.

After the Joint Committee issued subpoenas for the papers, Mrs. Kelly filed suit in circuit court to nullify them, claiming that to turn over the work papers would breach confidentiality between her office and whistleblowers who have provided information and tips. There the matter remains until the court rules or Mrs. Kelly and the committee strike a compromise.

This is the first time the Oversight Committee has decided to audit the auditor, though Mrs. Kelly's office has been audited regularly by private firms selected by the state director of administration. …
