Civic Center Corp.'s real estate expert testified Tuesday that the Gateway Mall downtown is an inviting green belt that could cause office towers to sprout from the expanse of parking lots south of Market Street.

New offices are the best use for the lots, said the expert, highlighting the dispute between Civic Center and the government over the value of the site for a $190 million federal courthouse that is under construction.

Meanwhile, U.S. District Judge Ronald Longstaff told jurors in the case not to look at the construction site's gaping hole in the ground without his approval.

A federal jury will decide how much the government must pay Civic Center for the nearly two-block site. The matter landed in court because Civic Center, which took title to the site last year, was unable to agree on a price with the government.

The government is using one block for a 30-story courthouse at 111 South 10th Street. The rest of the area is planned as a landscaped plaza and parking. …
