The Metropolitan St. Louis Sewer District plans public hearings soon on a proposal to revise completely its method of financing its stormwater services. The district doesn't have enough money to maintain its stormwater system properly, as many residents can testify whenever their areas are hit by unusually heavy rainstorms.

Stormwater control is now financed from a 24-cent-a-month charge on all customers, a property tax of 2 cents per $100 of assessed valuation and an additional tax of 5 cents in the area comprising the original boundaries of the district. Together, these sources are insufficient to cover the $14.4 million MSD spends on stormwater maintenance. The rest comes from MSD's wastewater charge, which is already inadequate to meet those needs.

Moreover, it is manifestly unfair for those who own single-family homes with only 1,000 to 3,000 square feet of covered area to pay the same rate as a major shopping center that has thousands of feet of paving surrounding it. …
