Operators Invited to Discuss Bed-and-Breakfast Bill

Operators of bed-and-breakfast establishments in St. Charles are meeting this week to develop a list of recommendations for the City Council to include in a bill intended to resolve zoning irregularities along South Main Street.

Last week, Councilman William Conrey, 2nd Ward, introduced a series of bills that would create a new zoning category for South Main, add that category to the city's lists of zoning districts and regulate bed-and-breakfast establishments within the new zone.

Conrey has been working on the bills for a year, but he and Council President Rose Kasper, 8th Ward, said a final vote would not be taken on the bills until bed-and-breakfast operators had a chance to comment.

This attempt is the second time in the past year the council has tried to draft proposals to regulate B&Bs. The current code defines bed-and-breakfast establishments as dwellings with no more than three guest rooms. But it does not specify an amount for licensing the establishments.

St. Charles currently issues licenses to B&Bs under the hotel and rooming-house provisions. That section requires operators of such establishments with four or more rooms to pay an annual license fee of $8 a room.

The new licensing bill calls for operators to pay $75 annually for two-room establishments and $100 a year for dwellings with more than two rooms.

Paul Mydler, owner of the Boone's Lick Trail Inn at 1000 South Main Street, said the proposed bill was an improvement over the bill considered last year. But he said he questioned the purpose of some provisions, such as the requirement that operators maintain a guest register for police purposes.

"I just want clarification of that," he said.

Conrey has said the provision is included to permit officers to see registration records while they are conducting investigations. …
