Baseball Negotiators Plan To Meet Monday Donald Fehr, head of the baseball players' union, and owners' negotiator Randy Levine are scheduled to meet Monday, with management set to press for a response to its Nov. 15 proposal.

Fehr said last month that the union would not be prepared to respond until after the Christmas-New Year's break. Fehr has told Levine that players and their advisers needed time to study the proposal, which calls for a luxury tax on a sliding scale that owners hope will slow salary growth.

It's not clear if Fehr will respond to the plan at Monday's meeting or will request additional time. The session was not announced, but was confirmed Friday by two sources who spoke on the condition they not be identified.

Levine declined to comment and Fehr did not return telephone messages.

Players and owners are prepared to proceed without a deal for the third consecutive season, but it appears this will be the first full season since 1993.

***** BASEBALL Marlins Invite Dawson To Training

The Florida Marlins signed veteran outfielder Andre Dawson to a minor-league contract and invited him to spring training as a non-roster player.

Dawson rejected salary arbitration from the team last month.

Dawson, an 18-year major-leaguer, hit .257 with eight home runs and 37 runs batted in in 79 games last season.

The Houston Astros signed former New York Mets pitcher Anthony Young to a minor-league contract and invited him to spring training. He was 3-4 with a 3.70 earned-run average in 32 games with Chicago last season.
