At last, sanity appears to have prevailed in the House of Representatives. Abandoned by their Senate GOP colleagues, who voted earlier to reopen some of the government for the next few weeks and start paying federal workers who have gone without pay since Dec. 15, the House finally relented Friday and agreed to put federal workers back on the job. In addition, it voted to restore funds for some programs.

By an overwhelming 401-17 margin, the House voted to rehire and pay all federal workers through Jan. 26 and retroactively pay all those barred from working during the three-week shutdown. That's only fair. Disagreements about budgetary priorities shouldn't be allowed to ruin the lives of federal workers who were hired in good faith.

Unfortunately, since funds for many government programs remain frozen by the budget dispute, some workers won't be able to do any work because they can't spend any money, not even on long-distance calls or gasoline for federal vehicles. …
