Shrewsbury's on Ballot but Keeps Place in Line

Alderman James Shrewsbury's efforts may have been for naught.

He paid a campaign worker $1,800 to stand in line for 37 days at the St. Louis Election Board.

He wanted to make sure his name would be first on the August primary ballot when filings opened Tuesday for the St. Louis comptroller's race.

Many candidates believe that being first on the ballot gives them an advantage because voters who don't know the candidates will choose the first one.

There is disagreement about whether Comptroller Darlene Green must run in the August primary and the November general election. Green contends that she was appointed to complete the term of former Controller Virvus Jones, whose term would end in 1997.

Shrewsbury and the Election Board, however, say that the City Charter requires an appointed officeholder to stand for election in the next primary, which would be in August.

Meanwhile, Green didn't bother to file Tuesday. Green said that because she was appointed by Mayor Freeman Bosley Jr., a Democrat, she is automatically the party's candidate.

"The intent of the charter is that the appointed replacement would run as the party's candidate" on Nov. 5, she said.

Bosley has said he appointed Green on Oct. 30 to complete the term of Virvus Jones, who pleaded guilty to federal tax charges. State statutes and the City Charter both call for a special election to fill the term.

If this all sounds confusing, it is. In St. Louis history, there has never been an election to fill an unexpired term for comptroller.

Kevin Coan, head of election services for the Election Board, said the board determined there must be a primary to decide who is the candidate for both parties. The filing period is 40 days.

The only other way to determine who would oppose Green from the Republican Party would be to allow the Republican Central Committee to name a candidate. …
