A panel that reviewed the St. Louis County Housing Authority's scattered-site housing program has come up with recommendations that should appeal to both backers and foes of this controversial program.

The program is financed by $3.2 million in federal money. It was to be used to buy 40 homes in unincorported areas and rent them to tenants who eventually would buy the properties. The idea is to make home ownership easier for moderate-income county residents.

By the time the authority had bought 10 homes for the program, some county residents had complained enough to convince the County Council to cancel the project. The residents cited concerns about how well the authority was screening tenants for the program and about the possibility that the program would depress property values.

The council then appointed the citizens panel. Among other things, it recommends that the housing be truly scattered. It also recommends that the Housing Authority buy the homes from nonprofit groups that could also renovate properties needing to be refurbished. …
