Head of Police Board, Husband, 4 Years Late with Taxes

St. Louis Police Board President Anne-Marie Clarke and her husband were as much as four years late paying property taxes on three buildings in the city, including one that was the scene of a police drug raid on March 25.

Richard K. Gaines, her husband, paid $4,109 in delinquent taxes, interest and penalties last Thursday and Friday. Gaines said his wife had nothing to do with their real-estate dealings.

"We wanted to make an investment in housing in areas where it was sorely needed," Gaines said. In the drug raid at 5759 Kennerly Avenue, narcotics detectives seized a half pound of marijuana, five shotguns and two pistols. Ten people were arrested on suspicion of drug offenses. Capt. David Dorn, commander of the narcotics-vice division, said a search warrant was obtained for the raid after complaints about drug trafficking at the house. Dorn said police did not know that Clarke and Gaines owned the house when the raid was conducted. Clarke and Gaines jointly own six residential properties, including their home in Compton Heights. On three of those properties, they owed property taxes going back to 1993 and also owed for 1992 on one of them. Gaines is an insurance broker and a former president of the St. Louis School Board. On Wednesday, Clarke referred all questions to her husband. Gaines said he paid the taxes late because the residential buildings had become a financial drain due to vandalism by tenants and vacancies. "It's simply a matter of cash flow. There's only so much money you have," Gaines said. "We have just lost like crazy on these properties. It's unfair that my wife now is being slammed for this. The mistake was mine." About one-fourth of what Gaines paid at City Hall last week was for interest and penalties for delinquency, according to records in the office of city Collector of Revenue Ronald Leggett. …
