Justices Uphold New Districts for Texas Congressional Seats

The Supreme Court let stand Wednesday a federal judicial panel's ruling ordering special elections in 13 redrawn congressional districts in Texas this fall.

The justices, without comment, denied requests by seven officeholders to block the panel's order and allow elections to proceed under old boundaries in the 13 districts.

In June, the Supreme Court declared three of the districts unconstitutional because the boundaries favored minority candidates. The judicial panel then redrew boundaries for the three districts and 10 adjacent districts in the Houston and Dallas areas. Texas House Speaker Pete Laney and six Democratic House members had appealed to the Supreme Court last week in a last-ditch effort to allow elections to proceed under the old boundaries. The Supreme Court's action changes the election landscape in the affected districts.
