City Tells Authority Plans Are Coming Site of Convention Center Unclear, but Skeptical Officials Told of `New Concept'

St. Charles officials say they are confident they will be able to present viable plans for a convention center and hotel within three weeks, although the project may not be built on the location that has been discussed for nearly four years.

"We're working on a new concept, new drawings, and I can say it will be on land we already control," said Mike Miller, the St. Charles city administrator.

That was the news Miller delivered last week to the St. Charles County Convention and Sports Authority, which received it with something less than a warm reception. "We were kind of surprised they didn't have more details than they did, considering how long we've been working on this project," said Don Boschert Jr., chairman of the county authority. He said he was particularly disappointed that St. Charles was not prepared to lay out a specific construction timetable and a financial plan for building the facility. He said the presentation raised more questions than it answered. Boschert noted that the city still does not have a development agreement with Station Casino St. Charles, which city officials chose as the project developer in 1993. He also noted that the city and the casino operator may not build the facility on the northeast quadrant of Inter state 70 and Fifth Street, as has been the plan since 1994. "They asked for a three-week extension, to Nov. 6, and their reasoning was they had been surprised by the court judgment regarding the properties in the project location," he said. Boschert said the convention authority also granted the same three-week extension to Casino America of Biloxi, Miss. Company President John Gallaway was in town last week to outline for the convention authority the company's concept for a $145 million complex that would include a convention center, hotel, casino complex and an arena. …
