The recommendation of Clayton's Ward Redistricting Committee places residential areas north of Wydown Boulevard in the 1st Ward but puts three tracts west of Concordia Lane as well as Fontbonne and Concordia colleges in the 2nd Ward.

The 3rd Ward would be changed only slightly.

The three-member committee, which has been writing a plan to redistrict Clayton's wards because of a city-charter requirement, approved the plan 2-1 at its final meeting last week. A report will be forwarded to the Clayton Board of Aldermen by Jan. 2. The charter provides for redistricting every eight years and says the number of registered voters should be the governing factor. But the committee thought population should be the sole governing factor and rejected arguments from 1st Ward residents that allowances should be made for their current lack of voting strength. The 1st Ward currently has about 5,300 residents but fewer than 1,600 registered voters because many residents are college students who don't vote in Clayton. …
