Expert Warns of Dangers of Welfare Reform

Welfare reform will lead to more domestic violence, poverty and a greater need for foster care, an expert on child welfare predicted Wednesday.

David S. Liederman, executive director of the Child Welfare League of America, warned about 40 representatives of child agencies about welfare reform.

"This is a most uncertain time for child welfare," Liederman said. Welfare reform will produce a domino effect, he said; welfare is linked to poverty and poverty is linked to domestic violence. "There is a close relationship between poverty and abuse," he said. "It's not that poor families aren't doing the best they can because they are." But studies reveal that youngsters in poor families are more likely to be abused and neglected, Liederman said. For example, children from families with annual incomes of $15,000 were 22 times more likely to be abused than children from families with incomes at $30,000. If more children are neglected, these children will end up in foster care. …
