State Legislative Panel Suggests Some Remedies for Managed Care

STATE LAW must ensure that people in managed care health plans get what they pay for and that the insurers provide what they promise, a legislative committee said Monday.

In its final report, the Joint Interim Committee on Managed Care made 33 recommendations addressing a variety of concerns raised by some 200 people who testified before the committee in August.

Sen. Joe Maxwell, committee co-chairman, said top concerns are setting a standard definition of a medical emergency and a method for indep endently settling disputes with managed care organizations. Maxwell, D-Mexico, said another key recommendation is allowing doctors to freely discuss treatment options with patients. "The citizens ought to know up front what they are purchasing and that they are getting what they are paying for," Maxwell said during a news conference. The other co-chairman, Rep. Tim Harlan, D-Columbia, said the panel wanted "something to protect the consumer, return health care to its previous standards and not raise costs that much. …
