Post-Dispatch Writer Wins Award Post-Dispatch reporter Mei-Ling Hopgood is the winner of the 1996 Con Lee Kelliher award from the St. Louis Pro Chapter of the Society of Professional Journalists. Hopgood, 23, is from Taylor, Mich., a suburb of Detroit. She came to the newspaper in January after working for a year at the Detroit Free Press. She worked in the Post-Dispatch's bureau in north St. Louis County until October. She now covers transportation for the paper. Judges from the Kansas chapter of SPJ said, "We were impressed with the quality of all the entries, but Hopgood showed she was adept at covering a variety of topics. She combined solid reporting with a lot of colorful detail." The award recognizes outstanding young newspaper reporters. It is named for a Post-Dispatch and Globe-Democrat reporter who died in 1961. The award will be presented today. OTTER-TRAPPING Judge Rejects Animal-Rights Lawsuit Otter-trapping season begins today, no thanks to an animal-rights lawsuit. On Tuesday, a judge refused to halt Missouri's first otter-trapping season in decades. He said the courthouse was a poor place to settle a dispute between the state Conservation Commission and "taxpayers who like to look at otters." St. Louis Circuit Judge Robert H. Dierker Jr. said that both sides had reasonable positions, but he chided otter-trapping opponents for going to the courts instead of using other branches of the government. The governor appoints members of the Conservation Commission, he noted, and the Legislature can ban otter trapping. MARCHING BAND Fund Set Up To Replace Instruments A fund has been set up to help raise money for the Memorial Lancers Drum and Bugle Corps. The marching band lost many of its instruments on Nov. 7 in a burglary at its headquarters in the Central West End.
