Judge Approves Mayor's Choice For Police Chief Associate Judge Robert L. Craig ruled Thursday in circuit court in Belleville that Washington Park has one police chief, not two, and that the legally appointed chief is John Matt, a longtime patrolman and the choice of Mayor Robert Moore. Both acting chief Thomas Malone and the six trustees on the Village Board had filed suit challenging Moore's appointment of Matt. Craig had entered a temporary order Monday allowing Malone to remain in place while he studied the case. But on Thursday, the judge ruled that Malone, a lieutenant in the department, had been appointed only as a temporary replacement for former Chief Charles Joshway, who was suspended Oct. 15 and resigned Nov. 4. Under the law, Craig said, appointment of a chief is the mayor's pre rogative, although the appointment is not permanent if the trustees, who have backed Malone, withhold their approval. ST.
